The idea of easing travel restrictions gained momentum in June 2023, following discussions between the two nations’ officials. By May, Nikita Kondratyev, director of the Russian Economic Development Ministry’s Department of Multilateral Economic Cooperation and Special Projects, confirmed that India was in the final stages of internal coordination for the visa-free arrangement.

This agreement aims to simplify travel for Indian tourists and strengthen tourism ties between the two countries. In the first half of 2024, approximately 28,500 Indian travelers visited Moscow, a 1.5-fold increase compared to the same period in 2023. This trend highlights the growing interest of Indian tourists in exploring Russia’s rich cultural heritage and architectural marvels.

Moscow has emerged as a top destination for Indian travelers, with over 60,000 Indians visiting the city in 2023—a 26% rise compared to 2022. Indian tourists rank highly among non-CIS (Commonwealth of Independent States) countries in terms of the number of visitors to Moscow.
Most Indian visitors travel to Russia for business or work purposes, and Moscow authorities view India as a priority market due to their long-standing ties.
The success of the e-visa program further underscores the demand for easier access to Russia. In 2023, India accounted for 6% of all e-visas issued by Moscow, with 9,500 Indian travelers availing of this facility. This places India among the top five countries granted simplified travel access by Russia.
