Authorities in Florida have charged a couple with child and elder neglect after deputies conducting a welfare check discovered a one-year-old baby sleeping in a cockroach-infested playpen inside a home described as filthy, unsafe, and overwhelmed by decay.
According to law enforcement officials, insects were seen crawling directly over the infant’s body while he slept, despite the mother’s claim that she attempted to protect him by shaking insects out of the playpen and spraying a tight circle of Raid insecticide around it each night.
The same residence was also home to an 81-year-old man who required extensive assistance and was allegedly left to live in similarly deplorable conditions. The case has prompted criminal charges, a child welfare investigation, and renewed scrutiny of neglect involving both vulnerable children and dependent elderly adults.
Welfare Check Leads to Disturbing Discovery Inside Palm Coast Apartment
The investigation began on January 13, when Flagler County Fire Rescue responded to a request for a welfare check at an apartment in the W-Section of Palm Coast, Florida. The call concerned an elderly man who had recently returned home from the hospital and was reportedly unable to care for himself. When emergency responders arrived, the conditions inside the residence immediately raised alarms, prompting them to request assistance from the Flagler County Sheriff’s Office Major Case Unit.
Deputies later documented that the apartment was permeated by what they described as a “vile and putrid odor” that could be detected throughout the residence. According to the affidavit, cockroaches and other insects were actively crawling over the child’s body as he slept.

The following day, deputies returned to the apartment to reassess the situation. They found the baby still sleeping in the same Pack ’n Play. Once again, cockroaches were observed inside the enclosure. Investigators reported that they repeatedly removed insects from the playpen, but that roaches continued to emerge from the fabric itself, indicating a deeply embedded infestation. The persistence of insects despite the use of Raid further underscored the severity of the conditions.
Throughout the residence, deputies observed black spotting believed to be cockroach droppings, mold, or a combination of both. These markings were found along walls, ceilings, HVAC vents, and even inside open electrical outlets. Law enforcement concluded that the environment posed ongoing health and safety risks to both the infant and the elderly man.
Criminal Charges, Official Response, and Ongoing Investigations
Based on the evidence gathered, Nikolas Anthony Cummings and Tashaye Driaunah Brown were arrested and each charged with one count of cruelty toward a child without great bodily harm and one count of neglect of an elderly or disabled adult without great bodily harm. Court records show that both charges stem from what investigators described as a willful disregard for the basic needs and safety of two vulnerable individuals under their care.

Flagler County Sheriff Rick Staly addressed the case publicly, emphasizing that the conditions found inside the apartment were unacceptable for anyone, particularly a toddler and a medically dependent senior.
