Federal authorities have since identified the driver involved as 19-year-old Joffre Alexander Jara Llangari, an Ecuadorian national, and confirmed that the incident occurred during a broader immigration enforcement operation underway in the city. As Minneapolis continues to be a focal point of intensified federal activity, the episode has sparked public debate about the scope, conduct, and impact of such operations.

The Incident and Video That Sparked Attention

According to the Department of Homeland Security, the incident occurred on Thursday when Border Patrol agents attempted to stop a black Toyota Camry as part of targeted immigration enforcement operations in Minneapolis. DHS alleged that the vehicle did not comply and instead sped away, eventually crashing into a tree. Following the crash, the driver and a passenger exited the vehicle and fled on foot, prompting agents to pursue them through a residential area.

Cell phone footage taken by local resident Skylar Fehlen captured part of this pursuit. In the video, a Border Patrol agent wearing a clearly marked vest is seen running after a teenager dressed in a gray hoodie. The teen can be heard shouting in Spanish, “Yo soy legal, yo soy legal,” translated as “I’m legal, I’m legal.” Nearby, a woman filming the encounter repeatedly shouts for the agent to stop and blows a whistle, a tactic used by some community members to alert neighbors to the presence of immigration officers.

The video then shows the agent restraining the teenager on a snow-covered street, pinning him face down on the ground with the agent standing over him, his legs positioned around the teen’s body. Bystanders can be heard asking whether the agent has a warrant, though no response is audible on the recording. Moments later, the agent is seen producing handcuffs. The teen is eventually shown standing with his hands cuffed behind his back and being escorted into a black SUV by multiple officers, after which the vehicle drives away.

Fehlen later told reporters that she initially noticed the crash from inside her home and ran outside after seeing two teenagers flee the vehicle. She said one of them was calling for help when the agent caught up to him and tackled him in the middle of the street. According to her account, the agent spoke to the teen in Spanish, urging him to calm down before placing him under arrest. Her video quickly circulated online and drew widespread attention due to the physical nature of the detention and the age of the person involved.

DHS Account and Immigration Status Details

Federal officials provided additional context following the release of the video. A DHS spokesperson stated that the driver of the vehicle was Joffre Alexander Jara Llangari, whom the department described as a 19-year-old “illegal alien from Ecuador.” The passenger was identified as Rosa Florinda Llangari-Tenecoraa. DHS said both individuals fled the scene after the crash but were subsequently apprehended by agents.

According to DHS, Jara Llangari had previously been served a notice to appear in immigration court in 2024, while Llangari-Tenecoraa had been served with a similar notice in 2022. Notices to appear are formal charging documents that initiate removal proceedings, requiring individuals to attend immigration court hearings at a later date. The department said both individuals will remain in custody pending the outcome of their removal proceedings.

While the teen heard shouting “I’m legal” in the video has not been publicly identified by name as a separate individual, DHS has characterized the person detained as being involved in the attempted traffic stop and subsequent flight. Officials have not released detailed information clarifying whether the teenager in the video was the driver, the passenger, or another individual connected to the incident, nor have they addressed the discrepancy between the claims heard in the video and the department’s assertions regarding immigration status.

DHS emphasized that the stop and subsequent chase were part of lawful enforcement activities conducted by trained federal agents. The department did not directly respond to questions about the use of force depicted in the video, instead reiterating that agents were acting in the course of their duties after a vehicle allegedly fled from an attempted stop and crashed.

Operation Metro Surge and the Broader Enforcement Context

The incident occurred against the backdrop of an intensified federal immigration enforcement campaign in Minneapolis and other major U.S. cities. Under an initiative referred to by DHS as Operation Metro Surge, more than 3,000 federal immigration personnel have reportedly been deployed to Minneapolis since December. The operation is part of a broader immigration crackdown pursued by the Trump administration, with a focus on large metropolitan areas that have traditionally been governed by Democratic leadership.
